Education Abroad Fees Appeal Procedure

The Education Abroad Fees Appeals Review process includes faculty and staff representation from the University of Kentucky International Center (UKIC), partner programs, and academic departments, and other relevant parties as appropriate. The Education Abroad Appeals Committee meets as needed to consider submitted appeals.

Appeals must be submitted and received by Education Abroad no later than one (1) month after the student’s withdrawal date. The EA Appeals Committee reviews each Education Abroad Program Fee Appeal individually to determine the appropriateness of the request. The EA Appeals Committee will either approve or deny the request based on the documentation provided. All decisions made by the Committee are final.

An Education Abroad Fees Appeal may be made in extraordinary cases (see below for examples) which result in a student’s withdrawal from an education abroad program. The appeal only applies to fees billed by UK Education Abroad to a student’s UK Student Billing account. The appeal does not apply to any UK Partner Program fees, non-Education Abroad fees billed by the University of Kentucky, or fees charged by any party other than UK Education Abroad. The appeal does not apply to late fees or accrued interest.

When a student withdraws from an education abroad program, UK Education Abroad will make every effort to seek reimbursement for expenses paid on a student’s behalf to minimize a student’s final payment after withdrawal; however, there is no guarantee that any remaining charges will be fully or partially refunded as a result of the appeal. Program cancellation and withdrawal policies are found on the program’s online ‘Program Cost and Budget’ page. 

Description of Education Abroad Fees and Charges

UK Education Abroad Application Fee

The Education Abroad Application Fee is non-refundable, even if a student is not accepted into their program. The Application Fee is charged to student accounts at the end of the month in which an application was started, and cannot be appealed

UK Education Abroad Administrative Fee

The UK Education Abroad Administrative Fee is non-refundable once the student’s education abroad program begins. For undergraduate students, the administrative fee billed in conjunction with EAP 599. For graduate, post-graduate and healthcare rotation students, the fee is billed separately prior to the start of their program abroad. 

EAP 599

  • EAP 599 enrollment is a requirement for all undergraduate participants of UK Education Abroad programs. 
  • Graduate and post-graduate students are not required to enroll, but are default enrolled and may choose to opt out of EAP 599. 

Tuition and withdrawals for EAP 599 follow the University of Kentucky's rules regarding tuition and charges as set by the University Registrar. You can find additional information on the Office of the University Registrar page

Embedded Program Charge

The Embedded Program Charge applies only to fall and spring faculty-directed programs with an embedded semester component. The Embedded Program Charge is non-refundable once the course associated with a student’s fall or spring embedded education abroad program begins. The Embedded Program Charge is most often billed at the start of the term in which the fall or spring embedded course takes place. 

Faculty-Directed Billable Program Costs

Faculty-Directed Billable Program Costs vary by program and can be found on each ‘Cost’ tab from the program's public brochure page. Each Faculty-Directed program has a unique calendar of cancellation/withdrawal penalties, but the following is true of most programs:

  • Students who withdraw prior to the program’s student decision date will not have to pay any portion of the Faculty-Directed Billable Program Costs. 
  • Students who withdraw on/after the student decision date will be financially liable for any non-recoverable expenses made on their behalf.
    • Non-recoverable expenses include anything that the UK Education Abroad office, the Program Director(s), or an affiliated partner organization has paid or accounted for on behalf of a participant which is unable to be recovered/refunded on behalf of the participant. 
    • In some cases, this may include the full cost of the program and no refund of any fees will be given. 

Travel Medical Insurance

For Travel Medical Insurance purchased via UK Education Abroad, participants who withdraw from their program abroad prior to the first day of the UK academic term will be refunded the full cost, or the charge will be cancelled. For students who withdraw during their program abroad, UK EA will cancel future TMI coverage and issue a refund for the remaining coverage; however, students will be responsible for payment of insurance coverage while they were active on the program. If a Travel Medical Insurance waiver is produced prior to the beginning of the education abroad program, UKEA TMI charges will be cancelled. After the beginning of a program abroad, UKEA Travel Medical Insurance cannot be waived; however, there is a potential for refund if a student withdraws from a program.

Appeal Reason

You have the option to appeal the above policies for extenuating circumstances. The UK EA office will consider the following (documented) situations: 

Medical **

You, the student, has a physical, mental, emotional, etc. emergency and requires documentation from an attending physician on official letterhead. 

Family Medical Emergency/Death in the Immediate Family **

Family medical emergencies such as major emergency surgery, long-term illness, or end-of-life care need documentation from attending physician or official paperwork showing care or death. An immediate family member is defined as parents, guardians, siblings, children, registered domestic partners or those living in the same household. Grandparents, unless with legal guardian status, are not included in this definition.

Military

When active duty or reservists are called up for service, or their dependents need to complete a military-related move. Documentation needed must include official military orders. 

Unanticipated Change in Financial Circumstance

Financial emergencies include loss of employment in the immediate family, bankruptcy, change to living situation (divorce/separation/eviction). This does NOT include misunderstanding the cost of the program or not getting scholarships. Documentation needs to come from official sources such as an attorney, bank, or other financial institution. 

Appeals and refunds will not be accepted if you fail to withdraw from your program or decide not to show up/attend the program. 

**Medical and illness/death in family claims should first utilize UK EA’s travel cancellation benefit through insurance before UK EA will review the appeal. These claims must be submitted within 90 days of the program’s start date. You can start your UK EA appeal process, but your UK EA appeal will be held pending a claim’s decision. After this form and documentation is received by the Education Abroad Appeals Committee, it will be carefully reviewed and a decision made. The UKIC will let you know the results usually within two to three weeks.

Completed appeals must be submitted and received by the UKIC no later than one (1) month after the student’s withdrawal date.
